Alameda County volunteers joined SF Green Party in runoff effort

Greens' John Selawsky WINS for Berkeley School Board
(Two seats elected)

Sunshine Circle Meeting
Wednesday, Dec. 27 -- 6pm , 2225 Rosedale Ave, Oakland.

The Sunshine Circle, formerly known as the Executive Circle, and may soon be renamed, is having its first meeting at the home of Leslie Bonett, in the Maxwell Park area. Cross street is Santa Rita. It's a private home with tall birch trees in the front yard. It's between High St and 38th Ave, between 580 and 880, a few blocks uphill from Foothill Blvd. If anyone wishes to take BART, Fruitvale Station. Hopefully someone attending can pick you up. Call when you arrive at 534-2750.

The Sunshine Circle was created by the County Council at our meeting Dec. 17 to "decide on Green Party business as necessary between meetings" comprised of several cc members and nonvoting rights to any GPAC members interested. Some councilors and others feel there are decisions to be made more frequently, and our previous process is slowing down our efforts as an effective body. Main agenda topics are further defining the Sunshine Circle and procedure for Hiring Staff for the GPAC.

Please RSVP if possible. I'm just expecting 3-5 people. 534-2750

Please forward this to interested and registered Greens of Alameda County.

Medea Benjamin for Senate breaks new ground

Boosting the Green Party to new heights and attracting new constituencies, human rights activist Medea Benjamin ran a spirited and groundbreaking campaign for U.S. Senate in California.

Co-founder and co-director of Global Exchange, Benjamin finished with 3.1% of the vote, the highest percentage for a third party U.S. Senate candidate in California in 62 years. Her 326,848 votes were also the most that any U.S.Green candidate won in a non-presidential race against a Democratic and Republican.

Benjamin raised $250,000, a record amount for Greens, in mainly small contributions from thousands of people across the state. Her fundraising success proved that potential Green Party donors do indeed exist, and that Greens are capable of reaching them.

Nader's Election Results

Nader's election results maintained pre-existing Green ballot status in CO, CT, DC, ME, NM (but only as a minor party), and OR. His totals added status (which didn't exist 2 years ago) in IA, MA, MI, MN, MT, NV, RI and UT. No other minor party gained status through its presidential vote in any state in the last election.

Greens also acquired ballot status by candidates other than the presidential. In Texas they did so in impressive style, with three candidates all passing the required 5% threshold. In New Mexico, they had one statewide candidate receive11%, easily passing the 5% needed, but the Democatic Secretary of State reinterpreted state law and ruled only the presidential race could have counted (Nader got 4% in New Mexico) and now the Greens must litigate to retain their status.

The previous Green Party ballot status high was10 states, after the November, 1998 election. Green ballot status totals from earlier cycles were nine (1996-98), four (1994-96), four (1992-1994), and one (1990-1992).

Green Party voter registration also rose to an all-time high this year, reaching 195,866 in 17states as of late Fall. California has the most registered Greens. New Mexico has the highest percentage. Several states experienced significant increases in their Green registration totals in 2000. Colorado grew by over 50%. California grew by 35% from January through September. New Mexico grew 20% from June through October.

We want to have as big a contingent as possible. If you are interesting in helping with planning, or just want to be in the parade, please contact Mark Irons at: 510/521-8903

Drug Treatment Diversion Program.

Initiative Statute.

Proponent: Cliff Gardner For further information, contact Dave Fratello at the Campaign for New Drug Policies, (310) 394-2952 or see the website at http://www.drugreform.com

Requires drug treatment program and probation for certain non-violent drug possession offenses and similar parole violations not including sale, production or manufacture.

Permits court to impose additional conditions of probation but not incarceration. Specifies procedures for determining probation or parole violation and consequences. Authorizes dismissal of charges upon successful completion of treatment but requires disclosure of arrest and conviction to law enforcement and as necessary for candidates, peace officers, licensure, contracting with State Lottery, jury service. Requires studies of this measure's effectiveness. Appropriates state funds for drug treatment program through 2005-2006. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure is likely to result in net savings to the state that probably range between $100 million and $150 million annually for lower costs for prison operations with a one-time avoidance of capital outlay costs of between $475 million and $575 million for prison construction. Counties would probably experience net savings of $50 million annually due primarily to a lower jail population. School Facilities. 55% Local Vote. Bonds, Taxes. Accountability Requirements. Initiative Constitutional Amendment and Statute. Proponent: Joseph Remcho (415) 398-6230 Authorizes bonds for construction, reconstruction, rehabilitation or replacement of school facilities if approved by 55% vote for projects evaluated by schools, community college districts, county education offices for safety, class size, and information technology needs. Accountability requirements include annual performance and financial audits on use of bond proceeds. Prohibits use of bond proceeds for salaries or school operating expenses. Requires facilities for public charter schools. Authorizes property taxes in excess of 1% limit by 55% vote, rather than current two-thirds, as necessary to pay school bonds. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure would result in the following major fiscal effects:

  1. Increased debt costs for many school districts, depending on local voter approval of future school bond issues and varying by individual district. Statewide, costs could be in the hundreds of millions of dollars each year within a decade; and
  2. Unknown effect on state costs. Potential longer-term state savings to the extent local school districts assume greater responsibility for funding school facilities.

And to conclude the four-day weekend, the City of Alameda Greens request that we all join the Green contingent in their Fourth of July parade -- the largest such parade in all of California!
