Circle, formerly known as the Executive Circle, and may soon
be renamed, is having its first meeting at the home of Leslie
Bonett, in the Maxwell Park area. Cross street is Santa Rita.
It's a private home with tall birch trees in the front yard.
It's between High St and 38th Ave, between 580 and 880, a
few blocks uphill from Foothill Blvd. If anyone wishes to

The Sunshine
Circle was created by the County Council at our meeting Dec.
17 to "decide on Green Party business as necessary between
meetings" comprised of several cc members and nonvoting rights
to any GPAC members interested. Some councilors and others
feel there are decisions to be made more frequently, and our
previous process is slowing down our efforts as an effective
body. Main agenda topics are further defining the Sunshine
Circle and procedure for Hiring Staff for the GPAC.

Concensus Building Meeting on Partisan Races: Should the
Green Party consider endorsing Republican or Democratic
candidates in partisan races? If time or interest permits,
we'll specifically discuss the 14th Assembly District (Dion
Aroner, incumbent), and the 9th and 10th Congressional Districts
(Barbara Lee and Ellen Tauscher, incumbents, respectively).

The City of Alameda Green Party
will be participating in the Alameda Fourth of July Parade,
one of the largest parades held in California and the largest
Fourth of July parade in the State. Tens of thousands from
Alameda, Oakland and other parts of the Bay Area line the
parade route. This is an excellent opportunity to publicize
the Green Party and the candidacy of Ralph Nader and Medea
Benjamin.
Our
local Green Party is going all out for this event, including
the construction of a special custom made banner. Participants
will be carrying Nader/Medea signs and at least one member
is dressing in Revolutionary War costume.
We
want to have as big a contingent as possible. If you are interesting
in helping with planning, or just want to be in the parade,

Requires drug treatment
program and probation for certain non-violent drug possession
offenses and similar parole violations not including sale,
production or manufacture.
Permits court to impose
additional conditions of probation but not incarceration.
Specifies procedures for determining probation or parole violation
and consequences. Authorizes dismissal of charges upon successful
completion of treatment but requires disclosure of arrest
and conviction to law enforcement and as necessary for candidates,
peace officers, licensure, contracting with State Lottery,
jury service. Requires studies of this measure's effectiveness.
Appropriates state funds for drug treatment program through
2005-2006. Summary of estimate by Legislative Analyst and
Director of Finance of fiscal impact on state and local governments:
This measure is likely to result in net savings to the state
that probably range between $100 million and $150 million
annually for lower costs for prison operations with a one-time
avoidance of capital outlay costs of between $475 million
and $575 million for prison construction. Counties would probably
experience net savings of $50 million annually due primarily
to a lower jail population. School Facilities. 55% Local Vote.
Bonds, Taxes. Accountability Requirements. Initiative Constitutional
Amendment and Statute. Proponent: Joseph Remcho (415) 398-6230
Authorizes bonds for construction, reconstruction, rehabilitation
or replacement of school facilities if approved by 55% vote
for projects evaluated by schools, community college districts,
county education offices for safety, class size, and information
technology needs. Accountability requirements include annual
performance and financial audits on use of bond proceeds.
Prohibits use of bond proceeds for salaries or school operating
expenses. Requires facilities for public charter schools.
Authorizes property taxes in excess of 1% limit by 55% vote,
rather than current two-thirds, as necessary to pay school
bonds. Summary of estimate by Legislative Analyst and Director
of Finance of fiscal impact on state and local governments:
This measure would result in the following major fiscal effects:
- Increased debt costs for many
school districts, depending on local voter approval of
future school bond issues and varying by individual district.
Statewide, costs could be in the hundreds of millions
of dollars each year within a decade; and
- Unknown effect on state costs.
Potential longer-term state savings to the extent local
school districts assume greater responsibility for funding
school facilities.

The City Council and the Mayor
have the opportunity to pass the Just Cause for Eviction
ordinance. This ordinance will stop evictions for profit
and protect Oakland residents from unfair evictions. The
landlord lobby is out in force, making deals to block our
popular initiative, so we need everyone to turn out for
our protest at 6pm and the Council meeting at 7pm. DON'T
GET EVICTED BY THE CITY COUNCIL AND THE MAYOR. DEMAND TENANT

Campaign activities
are booming these next three weeks!
Ralph Nader and Winona
LaDuke will of course be nominated this coming weekend (June
23-25) at our National Convention in Denver, CO. But locally,
we also have lots going on too!
This Thursday evening,
the elected Greens in Berkeley are holding a benefit reception
for Medea Benjamin and Rebecca Kaplan at the renown Latin
American cultural center, La Peña, in Berkeley -- don't
miss it -- this Thursday evening!
Then, the Nevada Greens
have asked our help in gathering signatures to put Nader on
the ballot there -- there's only this weekend and the 4th
of July weekend left, so please see below for the details
and volunteer!
Next, on Sunday, the
Alameda County Greens begin a weekly series of Endorsement
Recommendation Meetings, towards publishing the endorsements
in their Fall Voter Guide.
And then, this coming
Monday evening, June 26, Ralph Nader makes his first campaign
stop as the official nominee of the Green Party -- in Oakland!
Join Ralph, Medea Benjamin, Rebecca Kaplan, and local activists
at the rally!
On the next night, Tuesday,
June 27, the Just Cause Eviction campaign holds a rally on
the steps of Oakland City Hall, and then on Wednesday, June
28, Medea Benjamin will be speaking at the Kick-off East Bay
Campaign Organizing Meeting in Berkeley!
A benefit fundraiser
for Medea in San Francisco on Thursday evening, June 29, precedes
the final weekend for helping the Nevada Greens place Nader
on their ballot.
And to conclude the
four-day weekend, the City of Alameda Greens request that
we all join the Green contingent in their Fourth of July parade
-- the largest such parade in all of California!

County Endorsement Recommendation Meeting on Two Statewide
Initiatives:
- Drug treatment, not jails, for
non-violent drug offences, and
- Reduction of threshold for passing
school bonds to 55%.
There will be a lot
of propositions, candidates, and measures on this November's
ballot, so we need to start our discussion, recommendation,

speaks on, "Will America Be a Democracy in the 21st Century",

Carol Miller, of the New Mexico
Greens, in 1997 received the highest vote for a third party
Congressional candidate in 40 years. Carol Miller ran for
U.S. Congress as a member of the New Mexico Green Party and
received 17% of the vote.
She currently serves as the
Co-Chair of the Green Party of New Mexico and is the New Mexico
female delegate to the Association of State Green Parties.
In 1993, Miller served as a Presidential Appointee to the
White House Health Care Task Force headed by Hillary Clinton.
Miller has won numerous New
Mexico and national awards recognizing her accomplishments
in public health. BIO Carol Miller is a public health consultant
who has been living in a frontier mountain village in northern
New Mexico for the past 24 years.
Miller received a BA
in Art from Wheaton College in Massachusetts and a Masters
in Public Health in Health Education from the University of
California at Berkeley. She has post-graduate education in
Bioethics at Georgetown University and in Education and Anthropology
at the University of New Mexico.
Miller was an Emergency Medical
Technician for thirteen years, learning first hand about the
health crisis as it affects individuals, families, and communities.
Miller is a two term Past
President of the New Mexico Public Health Association, represented
the Frontier Constituency Group on the Board of the National
Rural Health Association for six years, a six-term Governing
Councilor of the American Public Health Association, and founder
and President of the Frontier Education Center.
Professionally, Carol works
as a health planner in New Mexico for La Clinica del Pueblo
a frontier community health center in Tierra Amarilla and
for the Picuris Pueblo Indian Tribe in Peñasco.
