Job Description - Liaison to the CA Secretary of State


The GPCA Liaision serves as the official link between the state party and the California Secretary of State. The Liaison is elected by the GPCA General Assembly and serves a two-year term beginning in January of even numbered years. The position is to be alternated each election between a man and a woman. The position requires a time commitment of up to 10 hours per week, with many weeks of no activity at all. (The most time-consuming activity is the informational mailing.) The Liaison is not a voting member of the State Coordinating Committee (CC) but acts as an advisor to the CC. The limits of the Liaison concerning participation in State Coordinating Committee meetings will be defined by the State Coordinating Committee.


Specific Duties:

  • The person must have a telephone and a mailing address for use in this position.
  • Answer phone calls and letters from the Secretary of State's office or the County Registrars in a timely manner.
  • Get information for the State Coordinating Committee members on request.
  • When contacted with requests for information about the GPCA:
    • Mail a basic information packet which includes contact information for the Regional Coordinator.
    • Send a postcard to the Regional coordinator(s) giving the person's name, address, and phone (if provided) so that they can follow up with personal contact.
  • Prepare and mail periodic information packets to the members of the State Coordinating Committee and Working Group Coordinators. Include updated contact lists when appropriate.
  • Greet new members of the State Coordinating Committee by sending a personal note and an information packet including information about meeting schedules, contact lists, biographies of other members, and other things which the Coordinating Committee thinks useful.
  • Get each update of voter registration numbers, and provide this information to the Coordinating Committee and the state meeting delegates. Provide data of past numbers as well, so that the Party can keep track of its membership levels and the geographic distribution of members.
  • Compile and provide the party with the results of each election, showing how each Green Party candidate did in the election. State Coordinating Committee members should send information about non-partisan candidates before and after the election so that this may be included in the report. This should be sent out in the mailing as well as submitted for the state meeting delegate packets.
  • Attend State Coordinating Committee meetings (not agenda setting sessions) regularly or as requested by the CC.
  • Carry messages from the GPCA to the Secretary of State as needed. This will include official election rules currently in use by the Party.
  • Act as an official representative fo the party at meetings of other organizations as requested by the State Coordinating Committee, with whatever duties the CC may assign, for whatever period of time this role has been assigned.
  • When contacted by the media, will make whatever referrals or statements the Coordinating Committee or its Media Committee has directed.
  • Responsible for monitoring and gathering information relevant to party operations that is available from the Secretary of State, and to disseminating that information to the State Coordinating Committee and other party standing committees and working groups who request it. (This includes past records of elections which can be studied for voting patterns which may affect the campaign strategy of a GP candidate.)

Other Notes:

  • The Liaison often pays for copies and postage up front, but is entitled to request reimbursement from the State Treasurer. Arrangements could be made on request of the State Coordinating Committee for money to be sent in advance, if appropriate.
  • While personal visits to the Secretary of State's office are a good way of doing business, it is not essential that the Liaison be geographically close enough to the capital to do this. In this modern age of telephones, fax machines and a good mail system, all business could be conducted from a remote part of the state with full effectiveness.
