Subject (10 words or less): Report from the GPUS Delegation of the GPCA, on the GPUS Annual National Meeting in Tucson, Arizona, July 24th-27th, 2006

Report (dated August 15th, 2006)):

• The GPUS Green National Committee (GNC) discussed financial crisis of GPUS and fundraising options.

• The California delegation took the lead in championing the Green Party of Utah. The NC decided to hear the two sides of the story of the split party in Utah. There was considerable support for California's proposal to form an investigative committee to research the evidence, publish a report for the NC, and propose a solution for the Utah situation. The intent is to lay the groundwork for developing a fair general policy on handling split parties and states with more than one Green Party.

• Three people were elected to the GPUS Steering Committee (SC): Liz Arnone (first Greens for Democracy and Independence member on the SC), Echo Steiner, and Jim Coplen. Jody Grage was elected Treasurer.

• The GNC expressed support for whichever negotiated settlement regarding delegate apportionment can achieve the consensus of the Delegate Apportionment Committee (DAC). See Delegate Apportionment Report section below.

• The Presidential Campaign Support Committee (PCSC) discussed possible strategies and candidates for 2008. Some people felt that the most important thing is to have a well-known person with wide credibility among progressives, quite possibly someone recruited from outside the Green Party. Some felt the most important thing is to recruit from within the Green Party. Some people felt that most important thing is to have one or two women on the ticket. There was hope expressed that these visions would not prove to be mutually exclusive.

• A discussion of GPUS Proposal 190 (calling for disinvestment in and economic boycott of Israel until Palestinian rights are restored) was put on the agenda by people who thought there was insufficient discussion of this proposal before it was passed. Everyone had an opportunity to air their opinion, although a few of the people who previously expressed concerns were not present for the discussion. One important clarification was made of a widespread misconception: At one point in the drafts of this proposal, there was a call for a one-state solution, but this provision was deleted from the final proposal. The overwhelming majority of those who participated in the discussion expressed affirmation of 190.

The delegates who attended the Tucson meeting agree that we witnessed real movement toward resolution of the issues that have divided the party for a number of years. There were a number of instances of people being willing to see other people's points of view and actually communicate. There was considerable hope of resolving the divisions in time to have a strong, united presidential campaign in 2008.

Delegate Apportionment Report

The Delegate Apportionment Committee (DAC) has negotiated to the point of having two draft proposals on the floor which are identical except for one multiplier on one number. The committee is striving to balance the conflicting needs (such as the needs of strong states and weaker states) into one proposal.

Run for Delegate, Join a Committee

The GPCA GPUS delegation will have 3 delegate seats and 7 alternate seats up for election at the next plenary (early 2007). We encourage Greens to run for these seats. Delgates from Southern California are particularly needed for better geographic balance in the delegation. At the present time, there is at least some funding for delegate travel to national meetings based on need. Contact the delegation if you are interested in learning more about the national party or would like to attend a meeting or teleconference to observe.
