Proposal for GPCA General
Assembly, September 9th-10th, 2006
Subject: Approving
the GPUS Affiliation Agreement
Sponsor (Name
of Working Group or Standing Committee): Coordinating
Commitee
Presenter (Name, address,
phone number, email): Cat
Woods, Michael Rubin
Approval Threshold: Policy Proposal - Approval Threshold 4/5)
Presenters choose
to seek a decision on Option A, rather than option B, based upon
delegate responses during general discussion of the item.
- Amendment accepted
as Friendly - A Nominating Convention has to be
part of a regularly planned state meeting and part of the Two Year
Work Plan.
- Amendment accepted
as Friendly - Have this regularly
planned state meeting first attempt to ratify the GPUS presidential
ticket. If that ratification failed, then the GPCA ballot line would
be decided by an IRV vote.
Proposal
(as amended): The GPCA approves its affiliation agreement
with the GPUS, with the recognition that the GPCA bylaws stipulate that "No
decision of the GPUS is binding on the GPCA without its consent" (Paragraph
11-1.1). A state nominating convention will be held after the national nominating
convention to review presidential and vice-presidential nominations made
at the national level and to ratify the GPUS ticket. If the GPUS ticket is
not ratified, an IRV election will be held, including on the ballot those
national Green Party presidential candidates and nominees from the floor
who still accept the nomination, to determine the California presidential
ballot line. This convention will be planned as part of the 2-year work plan.
