| For the second time ever for Los Angeles County,
we've made the text of County Council agenda items available on the web
in a bulletin board/discussion format, open to all GPLAC members. http://www.cagreens.org/bdem3/wwwbd.html When you scroll through the agenda (below in text form, or via http://www.feinstein.org/greenparty/Agenda_April3rd.html), you'll see that beneath each numbered agenda item, there is also specific link to the text of that item. When you click on that link, not only will you be able to read the text of the item, but you can send a response to that item, so that Greens across LA County may discuss agenda items in advance of the County Council meeting. This allows for further inclusiveness in addition to participation to those who can attend a face-to-face meeting. Please forward information of this opportunity to comment to other LA County Greens who you feel may be interested. Introductions - All attendees Introductions brief and to role w/County Council or otherwise with Green Party, or as outside observer Seven Minutes 3. Reviewing our process – Faciliator Four Minutes Relevant By-Laws: 7.2 Open Meetings: With the consent of the Council, all members of the Green Party of Los Angeles County may participate in the “Consensus-seeking Process” but only Council members may hold any “unresolved concerns” and participate in any vote, should one become necessary. 7.2.1 Council members will receive priority in discussions. At the discretion of the facilitation team, and time permitting, non-Council members may participate in these discussions. A Council member, when recognized by the facilitation team, may yield the floor to an observer or guest rather than speaking himself or herself. 4. Opportunity to amend agenda and/or add emergency items – Faciliator Relevant By-Law: 7.5.2.3 The agenda may be amended by a 3/5 vote of County Councilmember present. Emergency and/or late items may be added to the agenda by a 2/3 vote of County Councilmembers Five minutes 5. Action: Approve Minutes from January meeting Three minutes (suggested amendments should be made on-line before the meeting if possible) 6. Action: Election of one GPCA State Coordinating Committee representative (regional rep) http://www.cagreens.org/bdem3/messages/8.html Relevant By-Laws: 9.5 Selection of State Coordinating Committee Representatives: State Coordinating Committee members shall be chosen by the County Council. The length of the term shall be as established by the Green Party of California. The voting procedure shall be preference voting, utilizing the ‘single transferable vote’. Voters rank the candidates according to the voter’s preference - 1,2,3. Where there is no simple majority winner (50% +1 vote), the bottom vote getter is dropped off. Those who ranked that candidate first will have their vote transferred to their second choice and so on, until a majority winner appears. If there is no candidate with a majority of votes after all transfers occur, then the candidate(s) with the highest first preferences is chosen. Action: Consideration of any Applicants for Vacant County Council seats http://www.cagreens.org/bdem3/messages/11.html Relevant By-Law: 6.3.3 Nominations: At its next regularly scheduled meeting after a vacancy has been declared and proper notice has been given, the Council will accept nominations for Council membership. Nominees must reside in the County of Los Angeles and within the District they wish to represent. They must be members of the Party. They must also gather as many signatures of registered Greens in the district, as would be normally required by the County Registrar to appear on the ballot in that district for the purposes of being elected to the Los Angeles County Green Party County Council. Signatures need to be collected on a document that contains the words at the top of the page, “We, the undersigned registered Green Party members in District ________ support the appointment of __________ to the Los Angeles County Green Party County Council. Each vacancy will be voted on separately by the entire Council. Twenty Minutes: two minutes presentation by each applicant, two minutes clarifying question to each applicant, one minute response by each applicant, 30 seconds to vote each seat 15.
