Relevant By-Laws:
7.2 Open Meetings: With the consent of the Council, all members of the Green Party of Los Angeles County may participate in the 'Consensus-seeking Process' but only Council members may hold any 'unresolved concerns' and participate in any vote, should one become necessary.
7.2.1 Council members will receive priority in discussions. At the discretion of the facilitation team, and time permitting, non-Council members may participate in these discussions. A Council member, when recognized by the facilitation team, may yield the floor to an observer or guest rather than speaking himself or herself.

4. Opportunity to amend agenda and/or add emergency items - Bob Smith

The agenda may be amended by a 3/5 vote of County Councilmember present. Emergency and/or late items may be added to the agenda by a 2/3 vote of County Councilmembers

Doug Barnett was not present. No report was given.Mike Feinstein agreed to contact Doug to encourage him to find an assistant, and to file a written report in the future.


6. Report: Report from Green locals

Reports heard about Los Angeles Greens and Santa Monica Greens.

7. Action: Election of one County Co-coordinator (female seat)

Relevant bylaw: 6.1.1 The Council shall elect two Co-Coordinators, one male and one female. The term for each shall be eight months, unless otherwise specified by the Council. The voting procedure shall be by Instant Run-Off (IRV), using a simple majority threshold, and including the No Other Candidate option, as referenced in the GPCA Bylaws (Section 7).

No other nominations were received.

Amir elected 5-0, with one vote for 'no other candidate'.

8. Action: GPLAC eCommunications Plan

GPLAC eCommunications Plan was amended, including
- clarification that Green registration status of GPLAC forum participants will be checked post-facto, each time a new voter registration list if acquired

- setting of one week, the period within which applications to join a GPLAC forum will be processed

- clarification that multiple infractions within a 24 hour period will be treated as one infraction
- rewording of the language of the order of the infractions

Proposal approved 5-0, with one stand aside.

9. Action: Outreach plan for 2006 County Council elections

Proposal to approve
Outreach plan for 2006 County Council elections,
Michael Rochmes proposed that an Outreach Plan Support Group be established.

Joe Crompton proposed that volunteers be sought.

Mike Feinstein accepted both proposals as friendly, and modified the proposal to include an Outreach Plan Support Group, to consist of the existing Data Base Commitee (Sara Amir, Mike Feinstein, plus Denise Robb and Lisa Taylor), and up to three others, with volunteers.

Approved by Consensus.

10. Report/Discussion: GPCA Campaigns & Candidates Working Group Southern California 2006 Strategy Session

Fifteen Minutes

Mike Feinstein made a report and a brainstorming session was held to give input.

11. Action: Set locations, dates and times for January and February 2006 meetings of the County Council

Proposal that the next two meetings of the County Council will be Sunday, January 8th and Sunday, February 19th, and that the locations will be set at the November 13th GPLAC meeting.
