What is the State Coordinating Commitee
of the Green Party of California?


The Coordinating Committee of the Green Party of California (GPCA CC) is a twenty-member administrative body. The Green Party of Los Angeles County (GPLAC) appoints three of these members.

Under GPCA Bylaws (7-1.1 Duties and Authority),
the GPCA CC is generally responsible for coordinating communications and other administrative tasks of the state party, including:

...a) Establish agenda and select facilitators for general meetings
...b) Monitor and assist committee work and refer matters to committees
...c) Request and receive regular reports from committees
...d) Authorize and ratify specific expenditures
...e) Authorize and carry out the decisions of the GPCA general membership (but not set policy) between General Assembly.meetings
...f) May make statements in the name of the party
...g) Is authorized to retain legal council on behalf of the GPCA
...h) Is authorized to make decisions which legal counsel advises.

The GPCA CC’s existence goes back to the founding year of the GPCA. The GPCA was founded in Sacramento on February 4th, 1990. A few months later (at the May 1990 GPCA General Assembly in Fresno), a provisional GPCA CC of ten individuals was chosen, pending creation of a more formal, ongoing GPCA structure.

That structure was created at the August 1990 General Assembly in Arcata. Delegates approved a bylaw passed to establish a GPCA CC of twenty members, with 14 coming from 10 GPCA ‘regions’, and six picked at-large by the General Assembly. The four regions with the most Green voter registrations were to get two GPCA CC representatives each (this always included Los Angeles County), while the other six regions each got one.

This procedure was in use for more then ten years, til it was modified at the January 2002 General Assembly in Los Angeles. Delegates there approved a change to 16 regional seats from 11 regions, and four at-large seats. Under this approach, Los Angeles County was given an additional seat, making three.

GPCA CC terms were originally created to be eighteen-months. But in the late 1990s, this was changed to twenty-four months. The terms are staggered, with regions choosing their representatives at different times over each twenty-four month period.

The GPCA CC meets on monthly teleconference calls, on Friday nights before GPCA General Assemblies, and at an annual GPCA CC retreat.

Two GPCA CC members are chosen as Co-coordinators for the group and two as alternates. Both positions are gender-balanced.

The Green Party of Los Angeles County selects three members of the GPCA CC every two years. Elections are held by Instant Run-Off Voting, with one of three seats reserved for each gender, and the third open to all.
