February, 2002 Green Party of California The Coordinating Committee wishes to thank everyone for attending the general assembly in L. A. We also want to give a hardy 'thanks' to the Hosting committee and to the CC for a difficult job well done. And of course thanks to the Agenda Committee for completing a tedious task and to the facilitators for helping us achieve concensus on several large items. The facilities at UCLA were outstanding, in fact many attendees agreed that the campus is beautiful and comfortable. And thanks for scheduling in the wonderful Latino Roundtable and dinner with the candidates. The combination of good food, words, and music was a great way to relax with Green companions. Additional comments from Kevin McKeown: I would hope at least some Greens found value in the workshops on Three Strikes, Living Wage, Renters' Rights and Theater of the Oppressed. The renters' workshop has already resulted in Greens from Glendale joining forces with us Green renters' rights advocates in Santa Monica as well as other nascent groups in other Los Angeles County cities. There will be a statewide day of action on April 4th and a number of Greens in various cities will be part of this because of the workshops. Donna may have similar stories to tell about Three Strikes. The local living wage movement picked up at least ten Green volunteers and will be making a major presentation later this year to the Westside Greens, who anticipate becoming majorly involved. The *statewide* living wage movement has now likewise been seeded with Greens. And, as advertised, Green participants in Theater of the Oppressed had serious fun while learning some new techniques for political expression and conflict resolution. If this email is the official record of our L.A. plenary, I'd like some mention made of the workshops. Thanks, Kevin NEXT MEETING One of the decisions made by the general assembly was to confirm that the next general assembly would be a Plenary hosted by Fresno, May 4-5, 2002. An Agenda Comittee will be formed shortly and it's members as well as directions to the Fresno venue will be posted ASAP. If you already have items to submit, you can send them to the CC who will hold them for the coming Agenda Comittee. Two At-large CC Rep positions will be open as of this next plenary. Those who are interested in participating should submit a 'Bio' to the Agenda Comittee, following the same timeline as for Agenda Items. AGENDA ITEMS APPROVED BY THE GENERAL ASSEMBLY The San Mateo and the Sacramento plenary minutes were ratified. Two Consent Calendar items were consensed to - Cal IRV Proposition 40 After a lot of quality work by each group, two Proposals were consensed - Reapportionment Platform Updates for Energy, Transportation and Education We also consensed to endorsing our State slate of Green candidates, with the exception of one contested seat. Wow, contested seats! Our candidates for Governor and Lt. Governor, Mr. Camejo & Ms. Warren, will endorse Congresswoman Barbara Lee (with our 'blessing'). Various Caususes, Standing Comittees and Working Groups met to plan and make decisions. The Minutes of the Plenary, Standing Comittees and Working Groups will be posted to the CC website as soon as a final version is available http://www.cagreens.org/cc New Regional Reps & Alts as well as several new WG/SC Coordinators and/or Liasions to the Coordination Comittee have been elected around the State. DELEGATES & DUES The Credentials Committee addresses, among other things, issues involving authenication of delegates. It was decided that all counties should submit their list of assigned delegates before the assembly convenes. We realize that selecting delegates is frequently a last-minute exercise. Even so, please remember to send your list of authorized delegates to any member of the agenda committee before the next assembly. Some counties also select alternate delgates in case one or more regular delegates can't make it at the last minute. Include these alternates in the list you send. SUBMITTING AGENDA ITEMS All items for the agenda must received by the agenda committee at least 60 days prior to the general assembly, since the goal for sending out the agenda packet is 45 days prior to the assembly. The agenda committee is an ad-hoc group of Coordinating Committee (CC) members responsible for organizing the next general assembly. The Agenda Committee has not yet been confirmed so please submit items to the Coordinating Committee who will hold them for the Comittee. Agenda Committee members will be announced as soon as possible. If you have an item you would like included in the agenda packet for the next general assembly (plenary not gathering), please follow these guidelines for agenda packet submittals: PROPOSALS Plan in advance! A proposal that requires an official vote of the Party must first be submitted to the working group (WG) or committee that is likely to deal with that particular issue. WGs and committees are responsible for sponsoring proposals, so they will work with the originator in preparing the presentation. Be advised that it is the WG's responsibility to determine if the proposal is ready to be presented. STANDING COMMITTEE AND WORKING GROUP ROSTERS can be found on the CC Website, www.cagreens.org/cc When the proposal is ready, it is sent to the agenda committee for inclusion in the agenda packet and the scheduling of time. Sometimes a proposal does not seem appropriate for an existing working group or committee. In those cases, send it to the CC through your regional representative, but we would like to keep this to a minimum. Proposals should be written in the established proposal format. A sample of the format is includedat the end of the report. CONSENT CALENDAR Simple, straight-forward proposals such as endorsing a worthy green cause may be put on the consent calendar. This is a list of easily-approved proposals that will be put before the plenary as one, inclusive item. At the plenary, if anyone feels a particular issue in the list needs discussion, it will be pulled from the calendar and assigned to an appropriate WG or Committee. It is up to the agenda committee and the CC to determine if a proposal fits the consent calendar criteria, and it can be pulled from the calendar by any concern at the plenary, so be judicious about what you submit. Submit items for the consent calendar to the agenda committee contacts. ANNOUNCEMENTS There is a limited amount of space in the agenda packet (due to cost constraints) so announcements are not usually included. The agenda does include a general announcement period for people to make brief announcement to the plenary session. Email submittals are preferred. We appreciate your cooperation in following these guidelines.
