Friendly amendment, (Ann Menasche) - let’s be clear that we are against BOTH the incarceration and separation of families at the borders. Accepted by Sadie Fulton.

Friendly amendment, (Erik Rydberg) - wants to add something indicating that ICE should be abolished.

Discussion.

Sadie is not willing to accept Erik Rydberg’s friendly amendment because of the controversy and will work on development of other issues, like ICE, later. Erik withdraws his suggestion but wants to revisit it later.

(14) Decision Item: For the CC to schedule an SGA election for the GPCA to take positions on the November 2018 ballot propositions.

Sponsor: June Brashares

Proposal: That the CC schedule an SGA election for the GPCA to determine GPCA's positions for each of the state propositions that are to appear on the November 2018 ballot. The discussion period for this SGA election is to start as soon as possible during July.

Background: There are ~ a dozen propositions that will be on the California ballot in November 2018. We need the GPCA to determine it's positions on each ballot measure to be able to pubilcize the GPCA positions for the November election. The SGA has a 6-week discussion period and a one week voting period so we need to start the SGA discussion period for the election as soon as possible.

Implementation: The CC notifies the SGA Administrators to implement the SGA election, and the discussion period is to start as soon as possible. CCWG can provide the list/text of the propositions.

(15) Decision Item: Send out a call for new SGA Vote Administrators, and Alternate SGA Vote Administrators, so that they can be appointed and trained to administer the next SGA Vote.

Sponsor: Mimi Newton, Marin County

Proposal: That the CC authorize the Co-coordinators to work with the IT Committee to send a call within the next 3 days to California Greens seeking volunteers to act as SGA Vote Administrators and Alternate SGA Vote Administrators and begin the process of appointing such SGA Vote Administrators and Alternate Vote Administrators in accordance with Article V of the IT Protocol. This would include identifying any Alternate SGA Vote Administrators who may be able to fill a regular SGA Vote Administrator vacancy in accordance with Article 5 of the IT Protocol.

Background: With Laura Wells’ recent and understandable resignation as an SGA Vote Administrator, that leaves Victoria Ashley, Brian Good, and Eric Brooks. These individuals may or may not be ready, willing and able to carry out the responsibilities of SGA Vote Administration in Laura’s absence. The Co-co’s should ascertain whether these individuals are or are not prepared to continue in their respective roles as SGA Vote Administrators (or Alternate Vote Administrators) and, based on the answers, evaluate how many new SGA Vote Administrators or Alternates to seek. They should then follow up by working with the IT Committee on a call to the Counties, with wide distribution throughout the GPCA emails lists (see Article 5-1.2), for applicants with an eye toward potentially appointing new SGA Vote Administrators and/or Alternates at the CC’s August 2018 Meeting.

Timeframe: 3 days, per IT Protocol, Article 5-1.5.

Article V. Electronic Vote Administration

Section 5-1 Standing General Assembly (SGA) Vote Administrators
5-1.1 The Coordinating Committee shall elect a minimum of five nominees (with gender balance and from 5 different counties), subject to 3/5 approval by the Coordinating Committee using ranked choice online voting in accordance with 7-2.4(a) of the GPCA bylaws, with the three highest ranked serving as SGA Vote Administrators to serve simultaneous two-year terms; and the next two ranked individuals to serve as Alternate SGA Vote Administrators for the same term. Terms shall run from June 1 to May 31 beginning in odd-numbered years. (For 2017 only, the CC will vote to approve the SGA Vote Administrators and alternates within one month after the adoption of this provision, by an online ranked choice vote.)

5-1.2 All nominees must be Green Party members and be recommended to the Coordinating Committee by their County Council to be eligible. A call for SGA Vote Administrator applicants shall be sent to the GPCA Inform, GPCA Forum and SGA Votes Email lists by the IT Committee at the direction of the Coordinating Committee, within the first 15 days of April of each odd-numbered year. For 2017 only, the call for SGA Vote Administrator applicants and alternates shall be sent within three (3) calendar days after adoption of this provision.)

5-1.3 In the event that an SGA Vote Administrator or Alternate seat is not filled by rank choice vote, the Coordinating Committee shall conduct an on-line vote to fill the seat(s) in accordance with Article IV of the Coordinating Committee’s Internal Procedures.

5-1.4 In the event of an SGA Vote Administrator mid-term vacancy, an Alternate of the same gender, if possible, shall fill the vacancy for the remainder of the term. If both alternates are the same gender, the Coordinating Committee shall select one at either their next regular meeting or by an online vote.

5-1.5 The Coordinating Committee shall conduct nominations and on-line votes to fill mid-term vacancies of Alternate seat(s) in a gender-balanced manner, and shall call for applicants to fill mid-term vacancies of Alternate seats within three (3) calendar days after becoming aware of the vacated seat(s).

5-1.6 SGA Vote Administrators may be recalled by a 2/3 vote of the SGA. The vote will be placed in the SGA voting queue with expedited process with a two week discussion and one week voting period upon request to the Coordinating Committee by six different SGA delegates from at least four different counties.

5-1.7 Where there is disagreement between SGA Vote Administrators, or a dispute has been filed, over management of SGA voting procedures or results, the threshold for SGA Vote Administrator decision-making shall be 2/3 and no fewer than two Vote Administrators in agreement for resolving the disagreement. If a Vote Administrator is not available an Alternate Administrator shall participate in the decision making in his or her place with the Alternate who shall participate being chosen at random. Quorum for all decisions shall be two.

5-1.8 Vote Administrator management of SGA voting procedures or results may be disputed by any six GPCA delegates, officers, and/or Vote Administrators from at least four different counties by filing a notice of the dispute to the Coordinating Committee, which shall immediately email the notice to the SGA Votes Email list. Vote Administrators shall decide on the dispute within two weeks after the notice of the dispute is filed. A decision by the Vote Administrators over such a dispute may be appealed by any six Green Party California delegates, officers and/or Vote Administrators from at least four different counties by filing a notice of the appeal to the Coordinating Committee. Such appeals shall be noticed by the Coordinating Committee and be voted on within one full month by the SGA, with at least one week allocated for discussion and at least one week allocated for voting by the SGA.

Eric Brooks made a friendly amendment accepted by Mimi Newton to have the call for applicants for SGA Administrator sent out to the Inform and other lists, and for the election of the new SGA Vote Administrator(s) to be timed, as much as possible, to be in coordination with the running of the SGA vote on the state propositions. The Co-Cos could send out the call for applicants to start the process for the CC to fill the SGA Administrator vacancy.

Sanda Everette had a concern and was willing to stand aside. Sanda’s stated concern: “SGA needs to be a synchronous legislative session. Not just it would be nice. GPUS is considering doing it. Believe me, having been a National Committee for about 15 years, not having specially timed session has given us a 'never closed" type of feeling”

Still waiting to hear election results in Sadie Fulton's write-in campaign.

Hoping to do livestreamed online telethon fundraising for candidates in July.

ERWG invited CCWG to combine meetings. CCWG wants to focus on trying to help Kenneth Mejia, Rodolfo Cortes and Laura Wells in the upcoming Nov general election.

Next meeting of CCWG will be July 29 at 7:30pm
(since the GPUS National meeting will be taking place on July 22nd, the CCWG meeting will not be on the usual 4th Sunday in July, but instead the CCWG meeting will be on the follow July 29th).

Hello My Name is Nicole Raglin,

I have lived my entire life committed to the Green Party's Ten Key Values, and finally registered Green in June of 2016. I had been a Green all along, I just did not know it! I am heavily involved in the Nevada County Green Party and am a member in good standing on our council. In my spare time (This sounds like my 7th grade paper, "About Me.") I take an organizational role in our local Progressive Alliance, work with our local Chapter of Health Care for All, I fight to save the Bear River and am a founder of GMO Free Nevada County.

I run our local chapter's web page, updating the content, managing forms, creating our newsletter, email blasts, and our database. I am not a genius, savant, or other amazing creature that can do things I can only imagine, but I can do some html, Ruby on Rails, and CSS. I am one of those strange people that does not mind database management/building. Weird, I know. I have a strong background in Illustrator, In Design, and Photoshop.

This last election cycle, I helped Barry Hermanson with his web presence, as well as Lewis Elbinger.

Fingers crossed, I look forward to being a part of the IT team.
