Background and Purpose: GPCA Bylaws Section 11-2 Strategic Plan states:
 
"The Coordinating Committee shall present a draft Two-Year Strategic Plan to the General Assembly for approval along with the annual budget, using input from a brainstorming session of the General Assembly and the Work Plans of the Committees and Working Groups. The Two-Year Strategic Plan shall include a two-year General Assembly schedule, including potential agenda items, based upon the requirements for General Assembly decisions in these bylaws and the projected agenda items in the Work Plans of the Committees and Working Groups. The two-year General Assembly schedule shall be revised annually, with scheduling remaining flexible and final agenda approval for each General Assembly up to each General Assembly."
 
The FY2015-2017 GPCA Strategic Plan shall include the following topics: regular General Assemblies, Standing General Assemblies and Gatherings, increasing party voter registration; planning for 2016 elections and candidate development, including the US Senate race; hosting a Green presidential candidate forum in conjunction with the GPCA January General Assembly; hosting a campaign school training event; and planning to submit an application to the GPUS to host the GPUS 2017 Annual National Meeting, that the GPCA's application for the 2017 Annual National Meeting contain the primary dates in the San Francisco Bay Area at a location to be determined, and that the preceding weekend there be a minimum of a one day event in Southern California, to include camapaign school and offer to host a meeting of the Green Party National Latino Caucus, that would also feature Southern California Latino/a Greens.
 
The Coordinating Committee discussed the Strategic Plan at is January annual retreat and on its May 4 teleconference, after which it approved the following proposed timeline for 2015-2017:

June 27:Confirmation of GPCA Treasurer, Assistant Treasurer and Liaison to Secretary of State, Spring General Assembly
 
June 30:  By this date, delegates to the GPCA FY2015-2016 Standing Green Assembly shall be appointed by active County Organizations and shall serve for one year terms (July 1 - June 30), with no term limits. 
 
July 1: Standing General Assembly Delegate Terms begin and run through June 30th of 2016
