Subject: GPCA Strategic Plan

Background and Purpose: GPCA Bylaws Section 11-2 Strategic Plan states:

"The Coordinating Committee shall present a draft Two-Year Strategic Plan to the General Assembly for approval along with the annual budget, using input from a brainstorming session of the General Assembly and the Work Plans of the Committees and Working Groups. The Two-Year Strategic Plan shall include a two-year General Assembly schedule, including potential agenda items, based upon the requirements for General Assembly decisions in these bylaws and the projected agenda items in the Work Plans of the Committees and Working Groups. The two-year General Assembly schedule shall be revised annually, with scheduling remaining flexible and final agenda approval for each General Assembly up to each General Assembly."

The FY2016-2018 GPCA Strategic Plan shall include the following topics: regular General Assemblies, Standing General Assemblies and Gatherings, increasing party voter registration; planning for 2016 elections and candidate development, hosting a campaign school training event; and planning to submit an application to the GPUS to host the GPUS 2017 Annual National Meeting. The Coordinating Committee discussed the Strategic Plan at is January annual retreat and on its February 1 and March 7 teleconferences, after which it approved the following proposed timeline for 2016-2018:

2016

January 4: Coordinating Committee monthly teleconference 

January 18: Submit names to Secetatary of State recommended for inclusion on Green Party presidential primary ballot

January 23-24:  Coordinating Committee monthly teleconference annual retreat

January 31:  Deadline: Work plans submitted from committees and working groups

February 1: Coordinating Committee monthly teleconference 

February 18: Submit Green Party Statement to Secretary of State for California Voter Guide

March 7: Coordinating Committee monthly teleconference 

March 7-April: Standing General Assembly sesssion begins, Discussion Period March 7 - April 17, Voting April 18-24

April 1: Deadline to release Draft FY2015-2016 Budget; at least 42 days before General Assembly (GPCA Bylaws  7-5.1(a))

April 1: Deadline to release Draft General Assembly agenda; at least 42 days before General Assembly (GPCA Bylaws  7-5.1(a))

April 1: Determination of active Counties of calculating delegates to the Spring General Assembly (GPCA Bylaws 5-2.2) and for the Standing General Assembly in the upcoming fiscal year; at least 42 days before General Assembly (GPCA Bylaws 7-6.1(b))

April 4: Coordinating Committee monthly teleconference 

April 18-24: Standing General Assembly voting begins, Voting April 18-24

April 25: Deadline for applications for candidates for the Coordinating  Committee and the GPUS Delegation

May 2: Coordinating Committee monthly teleconference

May 2: Discussion period begins for Coordinating Committee monthly teleconference and GPUS Delegation elections

May 13: Coordinating Committee meeting (pre-GA)

May 14-15: GPCA General Assemby: Approval of the Annual Budget and Annual Strategic Plan, Annual Treasurer's Report (GPCA Fiscal Policy Sections 5-2 and 10-1, GPCA Bylaws Section 11-2 Strategic Plan)

May 14: GPCA Gathering in conjunction with the GA in SF

May 14: Presidential Forum in conjunction with the GA in SF (???)

May: Coordinating Committee sends reminder via GPCA Inform list to counties reminding them to appoint delegates to the GPCA FY2015-2016 Standing General Assembly for one-year terms (July 1 - June 30)

June 13: Coordinating Committee monthly teleconference

June 15: Bi-Annual Notice announcing vacancies and seeking applicants for GPCA Standing Committees

June 30: By this date, delegates to the GPCA FY2016-2017 Standing General Assembly shall be appointed by active County Organizations and shall serve for one year terms (July 1 - June 30), with no term limits

July 1: Standing General Assembly Delegate Terms begin and run through June 30th of 2017

July 11: Coordinating Committee monthly teleconference

Summer: Hire independent contractors as provided for in approved FY2016-2017 budget and the GPCA Personnel Policy

August 4-7: GPUS Annual National Meeting – Presidential Nomination. Houston, TX

June 30:  By this date, delegates to the GPCA FY2017-2018 Standing General Assembly shall be appointed by active County Organizations and shall serve for one year terms (July 1 - June 30), with no term limits.
