Coordinating Committee meeting minutes, December 2, 2011

Meeting began at 6:45

Coordinating Committee members present (8): Warner Bloomberg (Silicon Valley), Sanda Everette (at-large), Mike Feinstein (Los Angeles), Barry Hermanson (San Francisco), Tim Laidman (at-large), Matt Leslie (Orange/Riverside/San Bernardino),  Michael Rubin (at-large), Alex Shantz (North Bay) (joined at 7:35)
 
Coordinating Committee members not present (5): Sean Dodd (at-large),  Dave Heller (at-large), Jeff Quackenbush (San Diego),  Lauren Sinnott (at-large), Kate Tanaka (at-large)

Quorum: 7/13. Seven present to start at 6:45pm.

#1) Faciliation

Satuday morning:  Add Sanda Everette morning through budget discussion to facilitate with Ginny Brideau; add Matt Leslie to Fiscal Policy and Prop 14 discussion.

Sunday morning: Add Barry Hermanson to morning session with Lisa Green.  

Sunday afternoon. Speakers will not be allowed to speak twice if someone else who wants to speak first hasn't spoken yet.

#2) Additional Consent Items

AB1148 - Bill is coming in January/February, request from California Clean Money Campaign to endorse. Encourage people to review the material on Saturday. Propose to amend GA agenda to include consent item for Sunday morning. If not consensus, bring to CC meeting of December 12, 2011.

Death Penalty initiative - Propose to amend GA agenda to include consent item for Sunday morning to do two things - to authorize an endorsement before the initiative qualifies and then to endorse it as an initiative.

#3) How handle Proposition 14 agenda item, regarding whether CC joins lawsuit and whether contributes funding. 

Item will be to inform GA as agendized. Michael Rubin will speak on where lawsuit is at present.


#4) Notetaker 

What is the compensation level for notetaker?  $100/day plus $50 to complete.  Two weeks.  Ask the presenters to work with the notetakers to confirm final approved text.

#5) How handle CC election given absence of on-line election

GA shall hear from the two candidates present. Since the on-line voting page is not available, the election would be conducted by  it by county-polling, starting in mid-December after the GA.

#6) How handle GPUS delegation election

Since the on-line voting page is not available, we will go with paper ballots for this meeting

#7) Question of who is an active county
 
Proposal (Feinstein): If a county comes forward in between General Assemblies with evidence that complies with GPCA bylaws that they were active before the December General Assembly, the CC will make the re-allocation.

#8) Low income requests from delegates

How handle the few delegates who have asked for a sliding scale.  CC agrees to leave it up to host committee.

#9) Roseanne Barr

How publicize her joining the GPCA, press conference, other? Once her registration comes through. 

Proposal (Rubin): That we contact her campaign about how we can publicize her registration. Amendment that Sanda Everette makes contact (Feinstein)

Feinstein raises questions about future management of the Clearinghouse. Discussion held.
