Proposal: Approval of changes to draft GPCA Elections Code

Background: At the May 2012 General Assembly, the GPCA General Assembly approved a plan authorizing the Coordinating Committee to pursue a sponsor for a GPCA section of the California Elections Code.  This spring the Coordinating Committee has been in contact with the chair of the California State Senate Elections Committee Ben Allen, forwarding him this memo, seeking the following actions by the Senate Elections Committee: (1) forward the draft text for review and comment to the Legislative Analyst Office (LAO); (2) sponsor the reviewed text for approval by the legislature in the 2015 legislative session.

It is likely that the LAO will suggest amendments to language to conform more closely with standard practice in the Elections Code, even while keeping the intent and meaning the same.  This agenda item will give the General Assembly the ability to respond to and approve any amendments to the language, as recommended by the LAO (and potentially the State Senate and State Assembly Elections Committees). It is likely that such potential revisions may only be available close to the time of the San Jose General Assembly and the Coordinating Committee will ensure that they are distributed to the GPCA's county parties as soon as they are available.

Proposal: That the GPCA approve any modifications to its draft Elections Code as necessary to ensure its passage by the California State Legislature, while at the same time keeping it intent and meaning intact.
