That the Coordinating Committee approve the following:

Dear GPUS Steering Committee and GPUS Annual National Meeting Committee
 
In the spirit of our Ten Key Values - and particularly the value of Grassroots Democracy - we believe GPUS Annual National Meetings (ANMs) best serve the Green Party when they are a confluence of efforts and interests between the GPUS, the state Green Party and the Green local.  Where there is a well-established state Green Party like in California, the Green Party as a whole is best served when the state Green Party and the Green local are principally involved in the conceiving, organizing and conducting of the ANM  - including so the ANM can serve the strategic interests of the state party.
 
In the case of California, no county Green Party has expressed interest in hosting the GPUS 2015 ANM, nor has the GPCA General Assembly, the GPCA Delegation to the GPUS nor the GPCA state Coordinating Committee. 
 
Furthermore, the GPCA conducts an annual two-year strategic planning process. There have been no suggestions for hosting an ANM since that process began in 2005, and the GPCA Coordinating Committee does not plan on recommending a GPUS ANM in CA in 2015 or 2016. Furthermore, the San Francisco Green Party has indicated that they are not interested in co-hosting a 2015 ANM. and the Contra Costa County Green Party has said the same for Richmond.
 
The GPCA is open to dialogue about hosting future ANMs. However we must express very strong concerns that GPUS officials continue to seek locations within our state without notifying our state party and/or even the Green local - and in the face of no formal organ of the GPCA having asked for it. We don't believe this is the kind of relationship conceived at the GPUS founding meeting in Santa Barbara, July 2001.
 
Given that no formal organ of the GPCA has indicated interest in the GPUS ANM being in California in 2015, we urge the GPUS to hold its 2015 ANM in a state that seeks it.

Therefore we urge the GPUS to hold its annual ANMs in a state that seeks it.
 
GPCA bylaws 12-3.2 state that on matters of the GPUS, the GPCA's GPUS Delegation is authorized by the General Assembly to speak on behalf of the GPCA, and that the GPCA Coordinating Committee and General Assembly may also bind the GPUS Delegation to represent a particular position.
 
As of November 23, 2014 neither the GPCA General Assembly, the GPCA GPUS Delegation nor the GPCA state Coordinating Committee has approved a proposal to host the 2015 GPUS ANM. 
 
However, as of November 23, a county Green Party has just indicated their interest in hosting. If in response to this or any other proposal the GPCA decides to support a GPUS 2015 ANM in California, we will let you know and ask that you respect our decision-making process.
