6) Decision: Bylaws Interpretation Regarding 2014-2016 County Council roster (Everette, Laidman) 

Proposal (Everette): That the Coordinating Committee approve the following interpretation and submit it to the Monterey General Assembly:
 
GPCA abolishes the deadline for reporting membership of County Councils under the bylaws interpretation of June 2014 that allowed incumbent County Council members to remain in office until elections in 2016.
 
"Whereas the intent of the bylaws interpretation (DATE & SUBJECT??) was a substitute procedure for an election procedure we were not able to carry out and the primary timing factor was giving another two year term to County Council members who had been officially selected (by election in 2012 or appointment since that time) by their counties as of June 30, and the date of that information coming to the Coordinating Committee is only of minor significance, we find that we can accept that information from counties as it comes in, with the only real deadline being as needed for determination of delegates for the next General Assembly."

Proposal: That the General Assembly approve the following bylaws interpretation:
 
Bylaws Interpretation Regarding 2014-2016 County Council roster
 
Whereas the GPCA General Assembly originally in November 2013 voted to conduct its own County Council elections in 2014; and
 
Whereas when it became apparent the GPCA would not be able to conduct those elections, the June 2014 Santa Barbara General Assembly approved an alternative process by which GPCA members would be considered County Council members for the 2014-2016 term, if they had been a County Council member under certain circumstances between 2012-2014; and
 
Whereas this process was contingent upon receiving information from county parties by a June 2014 deadline; and
 
Whereas in practice the information has come in slowly over time and the deadline has been informally extended without consequence, and the results have not been contested; and
 
Whereas the information on hand can be used as needed for determination of General Assembly Delegates;
 
Therefore the GPCA finds that in implementation of its June 2014 bylaws interpretation, it will accept information as it becomes available from the county parties.

7)  Decision: Approval of Draft Agenda for Monterey GA (State Meeting Planning Committee)

Proposal (Shantz): Approve the following draft agenda for submission to the counties - http://www.cagreens.org/ga/2015-01/agenda-draft
 
Amendment (Laidman): If a proposal for the GPCA to host a 2015 ANM is submitted to the GPUS Delegation, it would be included in General Assembly agenda, and the place in the draft agenda would be left up to the State Meeting Planning Committee

9)  Discussion: Location and timing of GPCA spring/summer 2015 General Assembly

Discussion centered around coordinating the General Assembly with the U.S. Social Forum in San Jose and the potential for the Santa Clara County Green Party to host the General Assembly


10)  Discussion: Nationbuilder Data Exchange with GPUS (Zitola)

Zitola presented his reasons why he supports a data exchange.
 

11) Discussion: 2015 GPUS Annual National Meeting (Chunco)

Chunco gave a report on exploratory search for venues.
